Descriptif

In the context of rising illiberalism and direct threats by multiple actors to the traditional models of representative democracy on either side of the Atlantic, this course aims at understanding the causes of democratic backsliding, identifying its roots, and drawing parallels but also contradistinctions between the United States and France. By looking at the role and place of political parties but also at the fine-tuning of the balance between the branches of government, we aim at contesting the popular idea that the rise of authoritarian populism is preordained in both countries, albeit with slightly different calendars and tropes. In 2024, France has had European and then parliamentary elections; on November 5, 2024, the United States will hold presidential and congressional elections. Specific attention will be devoted to analyzing the returns in either country thru the lens of populism in a context of dysfunctional institutions
